Spice Cake with Caramel Frosting

Cake
1¼ cup flour
1 cup packed brown sugar
¼ cup cornstarch
1 tsp baking soda
1 tsp allspice
1 tsp cinnamon
½ tsp ground cloves
½ tsp salt
1/3 c oil
1 tbls vinegar
1 cup water

Preheat oven to 350 degrees.  In 8 or 9-inch pan, with fork mix well: flour, sugar, cornstarch, baking soda, allspice, cinnamon, cloves, and salt.  Add oil, vinegar, and water.  Mix briskly with fork until thoroughly blended.  Bake for 30 minutes.  Cool.

Frosting
¼ cup butter or margarine
½ cup packed brown sugar
2 tbls milk
¾ c plus 3 tbls powdered sugar

In small saucepan melt butter.  Add brown sugar.  Stir over low heat 2 minutes.  Add milk, bring to a boil.  Remove from heat and
